New Plan Opens Industrial Land for Growth and Jobs

A new long-term plan aims to unlock industrial land across Victoria. The goal is to support job creation, attract investment, and give businesses clear direction for growth.

The 10-Year Plan for Industrial Land outlines the release and rezoning of more than 5,800 hectares of land. This area equals more than 2,800 Melbourne Cricket Grounds. The plan sets clear timeframes and locations for development.

The plan includes faster planning approvals. Infrastructure delivery will follow a coordinated approach. Processes will be simpler. These steps aim to give industry greater confidence to invest.

Key industrial land will be protected through zoning controls. The focus sits on northern and western growth areas of Melbourne. Regional Victoria also features strongly. The land will support sectors such as freight, logistics, and manufacturing.

New employment precincts will be created across Melbourne’s greenfield areas. These sites are expected to support around 100,000 jobs by 2035.

Work is underway to open major sites at Merrifield North, Derrimut Fields, Altona North, and Hastings. Regional employment areas are planned for Ballarat, Bendigo, Parwan, and Avalon.

The plan is expected to unlock about $9.5 billion in investment once complete. The aim is to boost confidence and strengthen economic activity across the state.

A new Industrial Land Gateway Service will speed up rezoning. Parts of unzoned land can move ahead when planning and infrastructure needs are met. This allows development to begin sooner.

A $10 million Trunk Infrastructure Fund will support local councils. The fund will help connect land to power, water, and roads. These links will help businesses start work faster.
